Why the device is not responding to location queries, when the app is not in the active state (visible in screen)?
The background execution rights of the device is needed for the service. See instructions below:
Android:
Huawei phones are preventing background tasks by default. Allow it by modifying Settings -> Protected Apps (or Launch Apps).
Battery saving mode usually prevents the location discovery of the target device.
iOS: Use cases preventing location updates:
Missing authorization for "Always" location service (via Settings App)
Power saving mode
App version older than 1.6.13
WP: If you are using the battery saver functionality, allow background execution rights to the Team Locator app.
Why getting positions of members is taking long (about 30 sec) time?
The accuracy settings makes the huge impact to the waiting time. The default value (65 meters) is a good compromise.
Inside buildings it might be very hard to get GPS signals.
Why Windows Phone has no map?
The Bing Maps Team does not anymore support the Windows Phone officially. So time to time new Bing API updates are not compatible with the Windows Mobile operating system.

Short tap of the member name jumps into the right location of the map
Long tap of the member name or the marker in the map shows the detailed location data of the member

How to transfer your member name and settings to your another device?
The member name is attached to the device id since the version 1.5.4x . You have to leave the team first, if you want to move your member name to your another device.
The settings is transferred easily by using the invitation link of your team.
